Historically, that type of person was much easier to blackmail and thus control, and thus had no choice but to make themselves puppets of higher powers unless they didn’t mind having their secret revealed and their lives destroyed. However, given how “mainstream” homosexuality is today and thus largely free of the stigma attached to it in the past, it’s hard to believe that most people would “stay in the closet” like they once were compelled to do.
On the other hand, it does make perfect sense that those who make up The Deep State would prefer deviants in positions of power.
